REPUBLICAN CANDIDATE FOR STATE SUPERINTENDENT OF EDUCATION

I, Elizabeth Moffly announce my candidacy for the South Carolina State Superintendent of Education. In 2006, I championed the replacement of the Palmetto Achievement Challenge Test (PACT). As a member, of the Department of Educations Transition Team on Choice under SC Superintendent of Education Dr. Jim Rex and past United States Secretary of Education Richard W. Riley, I was able to establish the Office of School Choice.


I have identified the problems related to our low graduation and the school to prison pipeline. Zero tolerance and standardization

policies of one-size fits all don’t work. Schools are no longer child friendly under our present accountability systems. Child abuse and neglect is a grown up problem and children are the victims.


It is my plan to make learning fun and in the best interest of children.


Real choice and real change requires viable and substantive choice options. Economic development and graduation rates are directly linked to student achievement, parental involvement and professional development.


Student achievement is based on ability, interest and relevance applicable to real life. Schools are charged with the indoctrination of our children to promote good citizenship, critical thinking and communication skills that are essential to equal opportunity and self-determination. I will replace the state diploma with alternative routes to high school completion and revise the South Carolina Uniform Grading Scale to maximize lottery scholarship assistance.


Parental involvement requires giving parents the fundamental right to direct the education that is in the best interest of their child. Schools are service industries and need to accommodate individualized learning.


Professional development is a system wide effort to eliminate replication, repetition and redundancy of services. I will reduce the states high school credits of 24 to align with the Commission of Higher Education credits of 19. The standards of learning shall be integrated across curriculums and institutions of higher learning to acknowledge course work for credit applicable to vocational certification and degree programs.


I am always available to talk about public education reform and my initiatives to promote choice and change.
